A young woman was arrested with her pants down and bottoms showing while Nelly was performing at the 2013 Rover Fest. A concert attendee filmed the arrest taking place, as four cops had her pinned face down on the concrete and held her in a "hog tie" position with her hands cuffed behind her back. They eventually were able to lift her to her feet and escort her out of the concert area.
